ROME – The so-called "growth decree", recently launched by the government, could go down in history as a "Count-decree". Not thanks to Conte Giuseppe , the premier who also signed it; but of Conte Antonio , former Italian coach and Juventus. Already because inside that decree, hidden but not too much, there is also the rule that could make the former coach return to Italy, and with him many others, with a substantial discount for the companies that want to register it.
A discount that, for example, would be worth about 30% of the salary for Roma, one of the companies interested in the deal, and almost 50% for Napoli and the other clubs in the south. Conte with the discount then, but in theory the argument would be worth also for Mourinho, another of the top coaches that in series A more than one would like, and for all the players who have not played in our country in the last two years and therefore here they were not residents.
This is because in the decree law n. 34, the one known as DL growth and published last April 30 in the Official Gazette, there is a part dedicated to the return of the brains, but that also applies to the feet. At least the good ones. Those who, starting from May 1st, will move to the Peninsula, provided they have not been resident in Italy in the last two years, will enjoy a favorable tax regime for the next 5 years. In essence, the rule (unless it is changed during the parliamentary conversion) provides that those who, whether Italian or not, come to Italy without having been a resident in the previous 2 years, will only pay taxes on 30% of their income.
In practice, if Rome actually wanted Antonio Conte, assuming an engagement of 10 million net per year for him, the deal would cost the Giallorossi, instead of twenty million a year, between 12 and 13. And the same would be if Inter or Milan, for which the vice premier Matteo Salvini is rooting, wanted to hire the former coach Juventino or Mourinho but also Klopp or anyone who hasn't resided with us in the last 24 months. And it would be the same even if, instead of the coach, he wanted to hire Leo Messi.
The rule, in fact, previously addressed to managers, has been extended to all. La Pulce will hardly come in our league but many players could walk this way with Italian clubs able to offer higher salaries by virtue of lower taxes. So coaches and players that could arrive in mass, the meshes of the decree are in fact very large: there are no income or nationality limitations or even the need to have been enrolled in the Aire, the Italians resident abroad association, as not there are limits in the fields and in the jobs for which the novelty will find application.
But it would not be the same if Napoli wanted Conte, Guardiola or any champion to be included in the team in the hands of Ancelotti. For the Neapolitans, as for all the southern teams, the discount would indeed be even richer. For the south, the decree provides for taxes to be paid not on 30% of income as in the north, but only on 10%. As much as 90% of the engagement would therefore be net and tax-free, bringing the 20 million hypothesized initially for Conte Antonio, to just 11 to spend to have it. With savings of around 50%.
