ROME – A potentially "catastrophic" scenario during the days of the games, with an almost total block of the road transport system. This is revealed by the analysis by the Turin Polytechnic on the new stadium of As Roma, which, without appeal, rejected the project itself, but the question of viability. The study had been requested by the Campidoglio as a third opinion to overcome the doubts that emerged after the investigation by the Rome prosecutor on an alleged corruption around its construction: now, however, the outcome risks further complicating the situation.

The newspaper "Il Tempo" anticipated the story, with a document containing a series of surveys on traffic forecasts in the Tor di Valle quadrant once the sports facility was built, the training camps and the business park. The text speaks of a potentially "catastrophic" scenario, with peaks in the area of ​​over 8,500 vehicles per hour during matches on each direction of the Grande Raccordo Anulare which is just over a kilometer from the area, with the maximum limit for that large flow artery estimated at 6 thousand hourly vehicles.

The Department of Transportation of the University of Turin, led by Professor Bruno Dalla Chiara, who signs the report in draft of Friday last week, explains that the viability of the Stadio project, as amended to the 5Stelle Administration that cut public works of public mobility and private to get the reduction of the cubature, has a big limit summarized in two words: it does not work.

According to the Polytechnic, the traffic simulations "seem to be more concentrated to demonstrate (…) how the road service to the area covered by the intervention proposal on the territory is functional and adequate". The report therefore speaks of forecasts that, although made in a professional manner, appear "too optimistic with respect to the reality that will be faced".

Tor Di Valle: the problem of the "contour" road system

Basically, when traffic flows occur in the Tor di Valle loop, the simulations go well but "it must be borne in mind that such vehicular flows must be able to reach the Stadium thanks to the primary boundary network which unfortunately is not able to to dispose of them if not to the detriment of serious collective inconveniences: abundant, capillary and distributed ".

And it is precisely here that the problem arises: as soon as the overall picture is enlarged, the situation changes. For this reason, the questions that accompany the studies produced for this intervention show too clearly the critical issues that do not allow to provide a "positive opinion on the possible consequences on Capitoline road traffic; traffic already normally in a state of heavy congestion, and which, on the whole, does not see the benefit of infrastructural interventions on the network. The only unification of the viability in correspondence of the intervention (unification of the via del Mare and via Ostiense, two important arteries connecting Rome to the sea), and the Ponte dei Congressi can not solve the criticalities already present now that in the future would be sharpened by such an intervention ".

According to the Polytechnic, it is "enough that a single link in the chain fails to generate a further aggravation of this already compromised situation". The data is also found in the current morning scenario, where the primary network "in terms of axes and connection nodes" appears already very congested. So, this is the conclusion of the analysis, "endorse a work, having found such a hypothesis of operation or, better, non-functioning of the network, it is certainly not an optimal starting point".

The issue of the Ponte dei Congressi, which was originally withdrawn from the new project of the Stadio della Roma and then refinanced by the Lazio Region, weighs heavily. The Bridge alone, according to the Polytechnic "can not solve problems". Without that bridge, however, "with the sole presence of the unified Via del Mare / Ostiense, it is clear that the situation can only be worse than the one already highlighted and, therefore, even more absolutely unsustainable by the road network".

The document notes that even in iron transport, with the use of the Rome-Lido , there are some unknown factors, because if the solution of an improvement in the section is considered "technically feasible" the same assessment on the real capacity of the system is not formulated. of public transport to feed 22,500 passengers within the 75 minutes before and after the matches.

Atac has said several times in recent years of having serious problems to increase the number of trains. The Politecnico however judges a high-performance service for the Rome-Lido as possible. To do so, however, we need an appropriate restyling of the line and an adequate transformation of the Tor Di Valle stop that at the moment, as documented by Blitz Quotidiano this summer, pours into a situation of abandonment and degradation .

In short, the analysis of the Politecnico confirms all the doubts that have emerged during the two previous years on the mobility system studied around the modern Giallorossi Colosseum. The elimination of the cubature compared to the initial project of the junta Marino, desired by the Virginia Raggi junta, has in fact led to a consequent decrease in private investments in public works of mobility.

Tor di Valle, the opinion of the Politecnico is not binding

The opinion of the university is linked to the road system alone, costing about 30 thousand euro and is not binding in any way , given that the services conference has already expressed a favorable opinion on the project in December last year. From the Campidoglio we talk about the document as an initial draft on which the offices are at work to produce corrections. The crux is now above all political, because the junta had requested a text with which to restart the administrative process of the work after the stop imposed by the judicial inquiry but now has to deal with new doubts about the road system.

The mayor has preached calm: "I would not be alarmed," he said in the margins of a press conference. "At the moment – he added – a first draft was released on which there are integrations in progress. With the final report we will understand how to move forward with all the institutions that are becoming interested ".

The goal of the majority remains to bring to the Assembly at the beginning of next year the urban change, which establishes on the cadastral tables the presence of the stadium instead of the racecourse, and the agreement with the proponent. The long awaited last two acts before the start of the construction of a work presented in its first version in spring 2014.

What perhaps fears now the Rays is the return of the "malpancisti" within the 5 Stars. A substantial part of the movement has never in fact liked the agreement. Apparently, however, to have the certainty that the work will be done is also Rome: the dg Baldissoni has indeed felt with the a.d. The Politecnico instead expressed an opinion, costing the capitoline funds 30 thousand euro.
